Found inside the wall safe on the Gutted Voidship inside the Pulvis Platinum star system.

In-game Description

All allies targeted by Navigator powers gain +(Navigator’s PER bonus / 2) additional MP on their next turn.

Infusing 7: allies targeted by Navigator powers gain a +7 bonus to all their characteristics until the end of the Navigator’s next turn. This bonus stacks and is prolonged until the Navigator’s next turn every time it stacks.
