Krakatoa | Missing Person: Steve | You need to unlock the missing person type of Lost and Found quests, which you do part way through the main story arc in Ocean Avenue. You only get two, though, with more becoming accessible at the end of the main storyline. Work your way through these missing persons, and you will eventually get one called Steve. This has you go hunt for celebrities in Monarch Studio, before returning to Beverly Hills where Steve can complete his masterpiece.
