Head to Angri-La in Act III and head to the High Hall to find a monk boasting about his battle skills. You’ll have to take part and complete the Wheel of Harma’s Final Trial to obtain the Recipe Book needed to forge the Legate’s Blade +3. Remember that you can get more Orichalcum from either Battleground’s B9 or from the Disciple’s Trial - Eerie Valley. The Black Tear can be obtained by stealing a Serpent’s Soul from a Royal Reptile in Dundrasil Ruins and trading for it with Krystalinda in Sniflheim Castle.
